How to use the ATO/DTO Search Portal
Regulatory Framework
- The South African Civil Aviation Regulations, 2011 (As amended) requires that all aviation training towards the issuance of a licence or rating or training required to exercise the privileges of a licence shall be approved under Part 141 of the South African Civil Aviation Regulations (SACAR) and its associated South African Civil Aviation Technical Standards (SA-CATS).
- SACAR 141.01.3(1) states that an approved Aviation Training Organisation (ATO )may exercise its approved training operations specification (Opspec) in accordance with its approved Training and Procedures Manual (TPM), with suitably qualified instructors, on approved aircraft, flight simulator or other training devices, provided that such Opspec has not exceeded its annual expiry date,
- SACAR 141.01.3(2) states that an ATO certificate and approved training Opspec issued to an ATO shall be available on the premises of such ATO for inspection by the public and an authorised officer, inspector, or authorised person.
- SACAR 141.01.5(1) states that an ATO advertising its services shall have a valid ATO Certificate and approved training Opspec.
- SACAR 141,01,5(2) states that an advertisement referred to in regulation 141.01.5(1) shall clearly state an ATO certificate number (This is the approval number of the ATO).
How to use the ATO/DTO Search Portal
- Enter either the full/partial name of the Organisation/Operator, Certificate Number or select the province to search.
- Refine your search by completing all fields.
- Click on the SEARCH button to find the desired ATO.
- Click CLEAR button to remove the current search inquiry.
- If a particular ATO is not found on the SACCA database an error message will popup.
- Correct search results will display the total records found.
- The information is displayed in ascending order of the Organisation/Operator.
- Up to 10-line items will be displayed per page.
- You can navigate to the different pages by clicking on the PREVIOUS or NEXT buttons, or further refine your search.
- A valid ATO will indicate a status with a GREEN DOT.
- An expired ATO will display a status with a RED DOT.
- To view a valid ATO’s certificate, select it by clicking on the specific line item.
- A popup window will display the ATO information.
- The system will only verify and display valid certificates.
- The system will not give a return for an invalid/expired certificate.
- Invalid/Expired certificates will display a popup screen with a STATUS – THE CERTIFICATE HAS EXPIRED.
- Click on the X located on the top-right corner of the popup screen to return to the previous screen.
