Legislation 

For any entity to be organized and recognized by other bodies, either judicial or civil, there must be some form of regulation or by-laws to govern and give direction, and also to update those entities about modern and recent developments in that field of operation.

Aviation Security is not alien to this form of organization; hence we have the following acts: 

Annex 17, Security 

Annex 17, is an ICAO document to the Chicago Convention dealing with Security of Airports, Airlines and Aircraft facilities to safeguard them against Acts of Unlawful Interference. South Africa is a contracting state of ICAO and as a result we have to adhere to the international standards. Therefore Annex 17 has been incorporated into our Legislation as Technical Standards in terms of Section 22A of the Civil Aviation Act of 1962. Each reference to a Technical Standard is a reference to the corresponding regulation. 

Civil Aviation Safety Regulations of 1981 

The National Safety Programme is formulated in terms of this Act. It outlines the formulation of Security Committees, and their prescribed functions.
