New system
for modification approvals
It has be shown that the current SACAA system
of providing installation approvals is not in line with international best
practices and an alternate system should be phased in to re-align with other
NAAs.
The first
step in this re-alignment process required the granting of an internal
exemption from SACAR 43.02.15(1), which would in turn not require the installer
to comply with sub-regulation (2), for the installation of a design change in
accordance with certain approved data
(STC’s) only in accordance with AIC 61-6, to immediately release
pressure caused by over-regulation, on both the SACAA and industry.
This exemption does not cover the
installation of minor modifications or where there is no approved data
available. These cases would be handled as per the current
43.02.15(1) & (2).
There are no new or amended regulations tied
to this exemption. The exemption is purely a relief from a regulatory
requirement, the granting of which is subject to certain conditions as outlined
in AIC 61.6
There will
be no change in the level of aviation safety as the SACAA will still have
oversight of this function.
A new
CA43-08 “Modification and Repair Notification” form has been drawn up for the
report/notification process, and a new amendment to AIC61.6 explains
how to complete this new form.
