Foreign training and type rating organisations and simulation training devices

In terms of SA-CAR 61.01.15(1) and 61.09.10 no training or testing for any South African licence, rating, revalidation, re-issue or maintenance of competency requirement may be carried out at any foreign training or type rating organisation (TRTO), or on any foreign Flight Simulation Training Device (FSTD), without prior written consent from the Director of Civil Aviation. In each case the applicant must contact the relevant section below, well in advance, who will then send the applicant a list of requirements.

  • For approval of training for any licensing action (initial type rating, IF revalidation, etc.) the applicant must contact the Testing Standards Section of the SA-CAA.
  • For approval for Operator Proficiency Checks the applicant must contact the relevant Flight Operations Section
  • For approval of a foreign FSTD the applicant must contact the FSTD section of Flight Operations

 

Flight Instructor Theoretical Knowledge Examinations

Candidates for the Grade III flight Instructor Theoretical Knowledge Examinations are reminded of the contents of SA-CATS FCL 61 Appendix 13.0 item 4.1 regarding ICAO Annex 1 “Theory of instruction” requirements for flight instructors.  The “Theory of instruction” aspects, as required by ICAO, are included in the “Principles of flight and flight instruction” examination database and the number of questions on these aspects will be steadily increased until they comprise 50% of the examination paper.  

 

Night Rating Examination

The CAA online Night Rating examination will only be compulsory as of 1 June 2011. An AIC has been drafted to this effect but will only be published in March 2011. Until the 1st of June 2011, to satisfy the requirements of CAR 61.14.1(1)(c), ATOs may use EITHER their own internal examinations OR  the CAA online examination which is available at all approved test centres.

 

ATPL (H)- Flight planning & Performance examination

This serves as an early warning notice to all ATPL (H) examination candidates: It is the intention of the SACAA to implement a specific ATPL(H) Flight planning & Performance examination based on the Sikorsky S-92 to replace the current examination based on the B747. This examination will be available for optional use as of 1 May 2011 but will be compulsory as of 1 January 2012. Candidates for the ATPL(H) may still elect to do the ATPL (A) Flight planning & performance examination (based on B747) until 31 December 2011. Once a candidate has applied to write the ATPL (H) Flight planning & Performance examination, he/she will not be permitted to revert to the ATPL (A) Flight planning & Performance examination.

 

RTC examination (Restricted radiotelephony certificate)

This serves as a reminder of AIC 30-3 to candidates wishing to enter the theoretical knowledge examination for the Restricted Radiotelephony Certificate (RTC).  As of 1 February 2011, the RTC theoretical knowledge examination must be written at any SACAA approved PPL test centre. Recommended format for the instrument rating skills test and revalidation check ground evaluation

A draft copy of the recommended format for the instrument rating skills test and revalidation check ground evaluation aspect has been placed on the SACAA website under “Aviation Personnel Standards/Examination and Skills Tests.”

Designated Flight Examiners, Aviation Training Organisations and candidates are encouraged to follow the ground evaluation format presented in this document in order to achieve and maintain a uniform standard.

Designated Flight Examiners are requested to print copies for use at the 2011 DFE Conferences and are invited to give their input on this draft document until the 21’st of May 2011.

AME Licence Applications

Kindly note that all AME licence applications must be accompanied by current MOP list of Management Personnel that show evidence of current Quality person and Accountable Manager.

 

Important AME notices

1.      The current regulations require Human Factors.  Please note that AME licensing will start implementing it from 1 January 2010.

2.      All examinations written at CAA for AME’s will be valid for 12 months from the date of passing the examination.   If this period lapse, examinations will have to be re-written.

3.      Instructors rating for AME’s may be applied for but will however only be enforced on 1 January 2011.

DFE/DE Endorsements on Licences:

Please note that the licences of DFEs and Cabin Crew DEs will no longer have the DFE or DE status endorsement placed in them and the only official lists of current DFEs and Cabin Crew DEs are those to be found on this website under Aviation Personnel Standards, Flight Examiners and Cabin Safety Examiners

 

DFE II Designation

Please note that because of discrepancies between regulations 61.36.3 and 61.36.8 no further DFE II designations will be issued until further notice. Existing DFE IIs are authorized to continue exercising their privileges provided that the requirements set by regulations 61.36.3(2) and (3) are complied with.

 

Printing error in Aviation Legislation in South Africa

Please note that in issue 24 of Aviation Legislation in South Africa the following sentence in regulation 61.03.1(2) has been erroneously deleted:  ‘An applicant for a Private Pilot Licence (Aeroplane) must have completed not less than 45 hours flight time as pilot of an aeroplane with a maximum certificated mass in excess of 450 kg of which –...'.  This is an error and the requirements stipulated in the sentence are still in force.

 

Logbook summaries and copies

All pilots are reminded that:

  1. CAR 61.01.5(10) requires, at least annually, a certified copy of a summary of his or her logbook for the preceding 12 months
  2. CAR 61.03.6(c), 61.04.6(c), 61.05.6(c), 61.06.6(c), 61.07.6(c) and 61.08.6(c) each require certified (by a Commissioner of Oaths) copies of the last 3 pages of his or her logbook and all endorsements with the annual revalidation fee
  3. CAR 61.01.8(1) requires that electronic logbooks must be printed out on paper at least every 90 days and the printed pages filed sequentially in a binder.”
