The GA: ORG Section is responsible for the below Parts of the CAR's 2011, as amended:
- Part 149
- Part 93
- Part 96
Part 149 relates to the regulation of Aviation Recreation Organisations. These organisations are issued with a Part 149 ARO Certificate. The functions of the Section in relation to the same are:
- Conducting assessments and issuing of the P149 approval certificate;
- Oversight over the ARO;
- Review of MOP's (Manual of Procedures);
- Renewal of the ARO Certificate.
Part 93 relates to the regulation of Corporate Air Operator's. These organisations are issued with a Part 93 CAOC. The functions of the Section in relation to the same are:
- Conducting assessments and issuing of the P93 CAOC approval certificate;
- Oversight over the corporate air operator;
- Review of P93:
- Operations Manual;
- AMP's;
- MCM's;
- MEL's;
- RVSM, Special Nav;
- Addition / removal of aircraft;
- Renewal of the ARO Certificate.
Part 96 relates to the commercial operation of NTCA. The Section is involved with the issuing of a Part 96 operating certificate, for operators who do not hold any other AOC issued by the SACAA. The functions of the Section in relation to the same are:
- Conducting assessments and issuing of the P96 operating certificate;
- Oversight over the operator;
- Review of P96:
- Operations Manual;
- Addition / removal of aircraft;
- Renewal of the ARO Certificate.
General Aviation: Operations (GA OPS)
- "General Aviation Operation" means an aircraft operation other than a commercial air transport, air ambulance or aerial work operation;
- "Aviation Recreation" means flying microlight, glider, balloon, gyroplane, hang-glider, paraglider, model aircraft, light sport aeroplane, touring motor glider, parachute or involvement in aviation events;
The roles of General Aviation Operations include Oversight and Surveillance of;
- any pilot operating an aircraft, and aircraft being operated for private, sport or for recreational purposes in terms of Part 91 or Part 94; and
- any aviation operation where the operation of an aircraft does not require the pilot to be the holder of a commercial or airline transport pilot's license; and
- any person, aircraft or operation approved in terms of Part 149; and
- where the aircraft is operated under the classes of air service license in terms of the Air Services Licensing Act, No 115 of 1990; and regulation 2 of the Domestic Air Services regulations, 1991; and regulation 2 of the International Air Services regulations, 1994; and in terms of Part 93, Part 96, Part 127, Part 135, or Part 121 of the South African Civil Aviation regulations.
The functions of General Aviation Operations include;
General Aviation Operations is responsible to receive applications, review, process, approve and issue all those functions, approvals and certificates;
- Contained in Part 91 and 94 of the SACARS and as defined in "General Aviation Operation" and "Aviation Recreation"; and
- Conduct oversight and surveillance which shall include planned and ad-hoc ramp inspections on pilots and general aviation aircraft and operations as defined in "General Aviation Operation" and "Aviation Recreation"
- Approve, renew and conduct oversight and surveillance of sites used for the purpose of Sport or Aviation Recreation; incl but not limited to
- Parachute permanent drop zone (approval and renewal)
- Temporary parachute drop-zone (approval)
- Parachute demonstration jump (approval)
- Hang & paragliding launch sites (approval and renewal)
- Radio controlled Model aircraft airfields (approval and renewal)
- Glider airfields/gliding windows (approval and renewal)
- Aerobatic cylinders (approval and renewal
- Responsible for the development and update of the Special Air Events Manual of Procedure (SAE MOP
- Approve and conduct oversight of all Special air events incl;
- Air shows (AIC19.1 7 SA MOP)
- Development and Mentorship Events (SAE MOP)
- Off-Airfield display flights (AIC 19.2)
- Aviation Competitions (Gliding, aerobatic, microlights, parachuting, hang & para-gliding, radio-controlled model aircraft, races, rallies and others)
- Issue and renewal of all SAE related ratings/qualifications;
- Sports Aerobatic qualification cards
- Display Flying Authorisation (DA card)
- DAE card
- DAC card
- General Aviation Operations will administer, review and approve the following Part 91 applications;
